Don't get your hopes up too much. There are a couple fountains you might swing by though. There's a big dandelion fountain in Loring Park (near Willow Street).

I saw a woman get totally soaked in a dress there once. She even told me to come in and join her, but I was too shy. (I'm glad I'm over that now!)
Minneapolis is called the city of lakes for a reason. There are lots of nice lakes clean enough to swim in. Like anywhere in America though, you almost never see anyone going in without the typical boring swimwear. There are rare exceptions. The best beach is Hidden Beach on Cedar Lake.
