I usually change after getting wet.
1) to not leave puddles everywhere I go, whether in the car (last thing I want is my wife to find out I went swimming, by sitting on a wet seat), on the bus, on someone's wooden floor... That may have been this young woman's reasoning. 2) my skin, especially under the belt, does NOT like being wet for too long, meaning more than a few hours. I do sometimes enjoy being wet in public. I was helping an employer move out of a location during hot weather. I took a long lunch break to go up to a lake, put on a long-sleeved shirt, trousers, and shoes, and went for a swim. I took all that off, but stayed in the wet shorts and t-shirt, letting them dry off as I worked. Felt much better than the morning!
But good Lord, why couldn't I have met a woman like this? Oh, right, she probably wouldn't otherwise have been my type... |

It was apparently a hot day (too hot for jeans, he says) so she would be pretty dry by then anyway. People who like wetlook in theory seem convinced that you have to change clothes afterwards. People who like wet clothes in practice (or just don't care about it) just stay in the same clothes until they dry, in my experience. I never change myself, and most people I have met or just watched getting their clothes wet are the same. See for example this picture I took on Sunday this week https://www.flickr.com/photos/105715846@N06/48280746396/in/dateposted-public . The woman on the left, with the red hair, was soaked to the top of her thighs in this pic. She later went right in for a swim, dressed as in the pic, then an hour or so after that I passed them some distance from the beach on my way to town; she was still in the same outfit.
