There are always two sides to every coin.
Yes, for the Roma I'm sure it was a practical solution to a problem, and for wetlook-loving onlookers may have been an enjoyable show, but for the waterpark and their other guests, it was a public health problem. The park operators likely have to abide by government regulations regarding water quality to ensure that their patrons don't pick up or spread disease through the water. A large number of people in presumably dirty clothes (if their purpose was to clean them) would have been at best a costly nuisance and at worst a threat to their continued operation - if anyone got sick and authorities found out, they could be shut down. At least, that's how such a scenario would play out in Canada.

The Roma are cheerful and easy-going people, and some years ago they thought up an original way to combine having fun and doing the washing. They went in large groups to the local water park and swam fully clothed. It might have been enjoyable for some friends of wet clothes, but simply not acceptable for most of the guests and the local staff, so they faced considerable opposition.
